    Nepal's Social Security Fund: Strong Vision, Weak Execution

    Nepal's Social Security Fund (SSF) has emerged as a key pillar of the country's welfare ambitions, but policy inconsistencies, restrictions on contributors, and recurring service disruptions are raising concerns about whether the system is meeting the needs of the workers it was designed to protect.

    Nepal's Social Security Fund: Strong Vision, Weak Execution

    Nepal has been strengthening its social welfare system through initiatives aimed at improving public services and financial security for workers. The Social Security Fund (SSF) is one of the government's flagship programs, providing protection against illness, workplace accidents, disability, maternity, and old age. Under the scheme, employees contribute 11 percent of their salary while employers contribute 20 percent, bringing the total contribution to 31 percent. The fund also offers healthcare benefits through government and selected private hospitals, along with support for contributors' spouses and children under 18. Despite its objectives, the SSF has faced criticism over policy differences between contributors who joined before and after July 2021. Earlier contributors can choose between a lump-sum retirement benefit and a pension, while newer members are automatically enrolled in the pension system without the option of withdrawing their accumulated savings after leaving employment. Contributors have also raised concerns about strict withdrawal rules, as funds generally cannot be accessed until the age of 60 except under special circumstances. Experts argue that inflation and the time value of money could reduce the real value of retirement savings over time. Operational challenges have further fueled dissatisfaction. Contributors frequently report disruptions to healthcare services and delays in claim processing, particularly during the end of the fiscal year, when some hospitals temporarily suspend SSF-related services. Such interruptions have raised questions about the system's reliability, especially during medical emergencies. Analysts say the government should strengthen digital systems, improve coordination with healthcare providers, ensure uninterrupted year-round services, and review existing policies to make the fund more transparent, efficient, and contributor-friendly.
